To me it's III, unremarkable with a bland region, pokemon and characters.

On an objective game quality sense, Gen 1, because it's less polished than future games, has the least Pokemon and the least stuff to do.
In terms of what I'd call the worst Gen, that would be quantified by "what added the least and was the most disappointing", which would be Gen 6.

I just can't bring myself to like 8. The starters are atrocious along with half its dex, not a fan of dynamax, the region map is boring, the game's entire story revolved solely around gyms and the league which made things extremely bland with how easy it was, and the removal of the option to turn off the exp. all seemed unnecessary. The music's nice though.

The gen 5 starters did not receive much love from the anime which sucked hard. The writers should have let Oshawot and Pignite evolve into cool 3 stage evos.

6 and 8 have the worst regions and characters to me, and I don't like that they're "carried" by their super form gimmicks that will never appear again

Actually liked gen 7 though and thought Z-Moves weren't nearly as pervasive or annoying a gimmick

Discounting Gen 8 because I didn't play it, I'd say gen 7 was the blandest. Everything is Hawaii forced down your throat. Very few new Pokémon too. But the characters were mostly ok for Pokémon standards, no problem there. I just found the routes boring, and it didn't even have many water sections despite being an archipelago region. You're railroaded and forced into cutscene after cutscene, and the lack of gyms and actual Victory Road (really, fuck those elevators and dumb characters bothering you every two seconds on the ""mountain""), also you've already fought half the elite four beforehand.
