You should not be able to switch any other way than by using moves made for the purpose of switching(volt switch, u-turn, baton pass etc.)

No but they should limit movepools more like they did before Gen 4 took a giant shit on everything. Limiting Toxic and Knock Off access is a step in the right direction.
