Electrics are a pretty good type so they are held back by movepool. A lot of electrics gets signature moves like plasma fists and volt tackle anyway.

Electricity is an extremely unstable 'element'. Shooting it at your opponent is probably safer for you than electrifiying yourself and physically hitting them.

That's not what I'd call "a lot".

The point is to buff Wild Charge which is a TM so physical Electric types have a good STAB move.
Buffing Volt Tackle is just so you have a reason to run it over Wild Charge.

Liquidation has a chance to lower the opponent's defense.
Play Rough has a chance to lower the opponent's attack.
Wild Charge damages you and doesn't even have a chance at paralysis.
Keep in mind that other than Bolt Beak, Electro Ball, Overdrive, and the Z moves, Wild Charge is the only electric move without a positive secondary effect. And it's the only one other than Volt Tackle (which has a chance to paralyze) to have a negative secondary effect.

Because Kyu-B can sure as hell make better use of it than Victini can.
Only reason I brought it up in the first place is because I knew if I said only Zekrom could learn it, someone would correct me and say Kyurem B also could. Turns out it couldn't, but I misread and thought it could.

Wild Charge has the same BP and PP as Thunderbolt and doesn't even get a beneficial secondary effect like the other moves you listed. Give me ONE good reason why a move this dead-average move warrants recoil made worse by Electric types being largely specially offensive. Electivire has the highest attacking stat of all non-Legendary electric-types and it's straight up garbo. Of course, Notlucario got a special snowflake physical Electric STAB that is stronger, has the same PP, no recoil, and a secondary effect. Wild Charge is not some shitty gen 1 move that was forgotten by time and left to bad useless forever Take Down or Submission either. This thing was introduced in BW, which came out in 2010. There's no excuse for it to be this bad.
