This is what pikachu's stats would look like without EV investment, 31 IVs, and a neutral investment. Having only slightly less bulk than Giratina Origin, faster than Deoxys-S, hitting only slightly less as Terrakion and Genesect, while having a vast movepool (which includes insane shit like Extremespeed, Nasty Plot, Volt Tackle, and insane coverage) would make Pikachu S- OU viability at minimum and a VGC staple.

Considering that Raichu still has viability in the current VGC, a completely superior Raichu would be used even more. The only thing that Raichu has that this New Pikachu would want is Speed Swap.

It doesn't hit Dragons at all without running like Draining Kiss though. Kind of nullifies the advantage of outrunning Dragapult and co. I suppose you cover Ground-types well enough that they can't block Volt Switch though, so maybe Thunderbolt / Surf / Grass Knot / Volt Switch is the set

I'd say a more possible outcome would be Raichu getting access to light ball, u-turn and galvanize. It would be instant ubers with roided -ate/-ize extreme fake out combo with knock off and u-turn. It can even run special coverage with surf or grass knot.

How so? The fact that you outspeed Dragapult/Zeraora is less relevant when you need a lot of chip to win the 1v1 anyways. You can maybe go Rash/Naive Knock Off to reliably revenge kill Dragapult, but then you're giving up Thunderbolt since your other three moves are too important.

Clearly you didn't. Dropping Surf means Excadrill comes in on you all day meaning you lose the hazard game, dropping Grass Knot means you do absolutely nothing to Seismitoad. Dropping Volt Switch brings back your Dragon problem and makes you way less useful in general, ergo if you're dropping a move for Knock Off it has to be Thunderbolt. Try to keep up Dunning-Kruger.

Knock Off is a ~4hko though, you'd have to call out the switch correctly ~3 times on what's still a pretty frail mon even with the doubled defenses. Yeah you could just hope they don't realize you're not Surf, but that's not consistent at all and your opponent can always manually scout for it or look up your replays. Not using your Pikachu to revenge kill Sand Rush Drill is a pretty big giveaway too.

Like it needs it. If Dragapult has any signifigant damage on it already, which it will considering the doubles format, Pikachu can run an electric train right through it, and suffer an insignifigant amount of recoil due to its massive HP stat.

Yes, Super Pikachu will have huge 4MSS, but that's what the other 5 slots on your team are for. If you have to use a shitmon just to check the new and improved Pikachu, that just showcases how good it would be. Plus all Appletun can effectively do if Pikachu doesn't carry a fairy move or Nasty Plot is potentially stall it out.

If you're going to assume it gets double health when no other items/boosts in the game work like that, there's no point even theorycrafting. You give anything quadruple bulk and free Tailwind on top of its double power and it will be busted as fuck. Even Unown tanks Banded TTar Crunches at that point. Without the HP it at least dies to Dracos and Earthquakes.

Raichu actually wouldn't be stronger than Pikachu.
Pikachu's equivalent base stats would be 35/128/98/118/118/198.
Raichu's would be 60/144/92/144/129/174.
Pikachu would be better with Defense, Special Attack, and Speed.
Raichu would be better with HP, Attack, and Special Defense.
So it would make Raichu a sidegrade, rather than a direct upgrade or downgrade.

You know, I actually like the Vanillish line (they're basically living icicles with a snow covering, making the resmblance to ice cream merely coincidence in-universe), but you're not entirely wrong. Pikachu has 55 base attack, which becomes 146 total attack with no investment.
Double 146, and you get 292.
292 is the total attack stat of a mon with 128 base attack and no investment.
Therefore, Pikachu has the equivalent of 128 base attack if its attack is doubled with Light Ball.
I did the same thing for every other stat except HP, and only multiplied Raichu's stats by 1.5.
