I have a feeling that GF knew they couldn't add all the pokemon to SwSh by the time they were expected to release, so they created them as a sandbox to test the new engine, added enough old pokemon to round out the dex number, then released the game as is and said "Look, shiny DLC!" to stall for time while they add the rest of the old mons into the games.
I won't be surprised if by the end of this gen, we have all of the old mons back between SwSh, the DLC and the Sinnoh remakes. Z moves and megas would likely need to be relegated to the Sinnoh remakes if at all due to how stupid it would be if it was mixed with dynamaxing, so I won't hold my breath on those coming back.
Then, come Gen 9, they conveniently have all the assets they need to have all pokemon useable in the first instance, as well as having had the time to make the games look like they gave a shit. Weirdest thing is, though this is the most extreme example, they have done this since Gen 4, it didn't start in Gen 6.

>Graphically better, but only by DS standards.

It seems that every even Gen is doomed to be a fucking alpha build for the odd numbered Gens, which are infuriatingly released right at the end of the platform's life cycle.
