Giovanni's ace should be Tyranitar. It suits him because it's powerful, Dark-type and has an imposing presence. That's exactly the kind of Pokémon he would seek out, and it makes even more sense given that Mt. Silver, where wild Larvitar can be found, is close to Viridian City.
