I believe there was an interview where Sugimori confirmed Gen 1 starters were based on common elementary school pets seen in science classes.

I don't think they started using themes againu til Gen 4. Gens 2 and 3 are pretty vague in terms of themes. Maybe prehistoric animals for Gen 2 because Sauropods and Alligators but it's a stretch.

I'm pretty sure grass is just jungle and forest animals, especially given how for years we all thought dinos lives only in jungles.

Chinese zodiac still holds up pretty well, and I'm pretty sure it's by pure accident for a couple of them.

For water, I think it's just methods of combat. Cannons, jaws, raw muscle, armor(?), blades, shuriken, bombs or magic, and guns.

Aside from that, I'm pretty sure there's honestly nothing else at all that's going for a relative "theme" among them
