This Celesteela will inevitably only be PP stalled, burned, seeded, trapped and powered through with other boosting moves like Nasty Plot, and fail to make any progress against any half decent team, if it even manages to setup a second Cosmic Power at all. Who the fuck doesn't run a Fire or Electric type, every second team has Rotom-Heat nowadays and the pool of options will only get larger with DLCs.
