Why are some pokemon allowed to just be incredibly overpowered while other pokemon like these guys wouldn't even be all that game breaking, but have to be shackled to a shit ability that makes them practically unusable? Like fucking Mega Rayquaza exists, but Regigigas just HAS to have Slow Start otherwise it'd be too broken or some other bullshit?
