Dragons unless they have that typing and/or they are Legendary/Mythical. For instance, you won't have Kingdra learn Flamethrower or Fire Blast; Drazocolt can't learn Ice Beam; Alolan Exeggutor can't learn Flamethrower, Ice Beam, or Thunderbolt; and Turtonator can't learn Ice Beam or Thunderbolt. That's why these Grass/Dragon Pokemon do not have access to Fire-, Electric-, or Ice-type moves. Dragons usually are balanced around the fact that their STAB is only super-effective against themselves and it is neutral to all but 2 other types, and that they have a lot of coverage moves to make up for Dragon not covering much on its own. Part Dragon-type Pokemon, if they have access to a second STAB, would be too overpowered if they had the same coverage as pure Dragons or Legendary Dragons. It would break the balance of the game. That's why only part-Dragon Pokemon that have types that get resisted a lot, such as Ground, Flying, and Rock have a lot more coverage, than, say part-Dragons with Grass, Fire, Ice, Water, Electric typing.
