Your files don’t have the patches to just make them have other methods of evolution? Can’t you then just run it through a randomizer with no randomization to get it?

Even without hacks, modern emulators allow for multiplayers by opening two instances of the emulator, pretty sure you can trade this way.

I have a patched Heart Gold rom but Gengar only evolves to about level 50, isn't there one where I do it faster?

Extract your save, port to PC, use PkHex, load save back into emulator. Takes all of five minutes. If you're on a Gen 4/5/6 game, make sure to edit the trainer history and geolocation to keep it legal

It evolves at 37 with the universal randomizer. You could transfer your save to PC and edit it if you really want one now.

How to trade legit with emulators:
Gen 6-7: Citra allows you to trade with anyone across the internet (local wifi)
Gen 4-5: MelonDS lets you trade between games on the same gen. Just open two instances of the emulator. Or use altwfc with patched desmume across ethernet
Gens 1-3: use VBAlink. Special versions of vbalink can also trade with dolphin (pokemon colo, gale of darkness)
Gen 8: lolno. Yuzu supports romhacks through layeredfs though. Ryujinx doesn't support layeredfs in mainline but there's a pull request that does it.

You could get a romhack that has built-in ways for them to evolve without trading. Alternatively, you could find a way to use netplay for your emulators to trade with some buddies. And if that also fails you could always just use cheat codes for your evolutions.
