They're the only generation of Pokemon that never really got a chance to shine.

In both the games and anime, they were overshadowed in their own generation by Kanto Pokemon. Do you remember any of Ash's Johto Pokemon? Of course not, because the spotlight was still on the KANTOOOOOOOOOOO starters so they didn't get to do anything.

So that's why. They were basically just background characters in their own gen.

Noctowl is the worst fucking example you could use. It was completely useless past Morty. And despite Charizard leaving early on, it still came back for the 8th gym + the league, as did Squirtle. Totodile was a comic relief character and nothing more.

Bayleef is pretty much the only one who did anything. The rest (barring Totodile and his cmic relief antics) are completely unmemorable even with Charizard and Squirtle leaving for most of the arc.

Supreme Leader Lance has indicated that the province of Johto is actually apart of mainland Kanto, and share the same league, fossils, and pokemon at large.
It's West & East Kanto now, and the Southern Kanto Isles.

I think the bigger problem with this generation is that was meant to be a continuation of the first one. So it has no identity on its own.

There are two or three successes, but most of these Pokemon are just forgettable.

For me I just wanted Seadra to evolve into a Sea Dragon and Kingdra was not enough.

The Kanto Pokedex continues to amaze me with every generation it just keeps getting bigger and better. It by far has the best Pokemon than any other region. (Yes, Johto is Kanto ~ they share a league, fossils, nearly every kanto mon is found in West Kanto, and a criminal organization) Clearly Johto is just west Kanto, always has been and always will be.
Sevii is just South Kanto, and its where the regional variants live.

Along with that even the games sort of do this

Nobody dislikes Jotho, it is just that Jotho is meant to be a Kanto expansion so it can't really hold itself.

LGPE are really weird in that they are supposed to take place after Red and Blue but team rocket is still there and nobody even mentions Jotho

It's also a very depressing, empty and shallow region that sucks away all my zeal and enjoyment when I think about it, sort of reminds me of Kalos in the sense that the entire region (and even generation) was a clusterfuck the company had no passion for.

More than that, the Johto Pokemon also generally suck ass. Sunflora, Yanma, Azumarill, Ledian, Ariados, Corsola, Octillery, and so on and so forth. It's really no wonder the gym leaders don't even use them.

When I was a kid, Johto was neat enough and it was exciting exploring two regions. And that's really it. It's never JUST Johto. It's "Kanto and West Kanto". But even back then, the excitement of the game dulled in the post game... the level curve was too awful and when I wanted level 100s there was no good place to grind them at all. The game was telling me trade everything back to Red version and just play that instead.
