Puberty hits girls in extremely different ways, some get it late and look like children for longer, some get it really young and start developing fast, etc. My own sister got her period some months before turning 11 and during that school year she had massive tits/defined waist, which made her feel self conscious since she had this "grownup" body while her friends were basically still small lolis. Being so mature and collected also makes her seem older. The only time she actually lost her temper was when Grace got kidnapped. That part also serves as a plot device to showcase how she was the glue of her team, and that they all would have given up on each other were it not for her optimism. I think this is a very smart move, considering shounen protagonists tend to be that glue (Goku, Naruto, etc), meaning that X should have been asigned that role. But they didn't, they actually made a secondary character (the whole plot of this part plays around X, his depression and the mega ring, something Y was given only as a mean to keep up with X) retain this role. By doing this, you could see them both work as one character. I loved how there's no shipping at all (besides one joke Cassius made) and yet it is pretty obvious there is a chemistry between the two. This is how you write a male-female protagonist duo. The overall plot might have been a whole rushed mess but that particular element of how the writing was handled, I find it genius.

In the game the other orphan kids try to exclude Calem/Serena and Looker for being "grown ups", but they're fine with Emma, so Calem/Serena are older than 16, probably whatever the minimum age for adults is in France.

That was never said and I don't know why you think otherwise.

The only times she ever mentions someone being older than her are references to another character.

An old woman client and two old men. Those being Looker and Xerosic.

I haven't read the Japanese text so I don't know if she does so there but even using terms like that towards you there mightn't mean much without knowing the context as you're higher up than her as both a trainer and in the Looker agency so she'd see you as her "better" anyway.

Sometimes the terms they use mean the target is older but others you need to know the context.

Look up Looker chapter 2 in XY. The other kids try to kick the player character out of the club and battles the player because they're a "grown-up", yet they're fine with Emma, who's 16. I don't recall a scene where she specifically says "2 years" or anything, but the player character is at least 17+.
