Can someone explain me how smogon tiering works relative to ditto and smeargle? Surely they should be pretty high up usage wise but they are still allowed in lower tiers. Clearly this is not an issue because they are not actually broken in those lower tiers but considering that other stuff thats not broken can move up by usage too I don't really get how it works.
