In RS, this is followed perfectly. The world will be desiccated/flooded if Groudon/Kyogre aren't stopped. The player is the only one who can stop them, because we have the orb that Magma/Aqua didn't take. We go through a dungeon, have a showdown with Groudon/Kyogre, catch them, and all is normal. We overcome the legendary.
In Emerald, we instead climb a tower and awaken Rayquaza, which requires nothing on our part, and Rayquaza resolves the entire conflict on its own. It's an anticlimax and a deus ex machina and you know nothing about storytelling.
