As for Sceptile, I see what you mean to an extent. It's kinda the inverse of Swampert- the mega gave it new stuff to work with, but its fundamentals were where it needs improvement. Its physical movepool's actually not bad, with decent coverage moves like Earthquake, Low Kick/Brick Break, Thunder Punch, Night Slash, X-Scissor and Rock Slide. That's enough to run a decent physical set. I gave a shot using Mega Sceptile to alright results. Rock moves on grass types alone are fantastic since it covers almost all grass weaknesses. Give a full physical or swords dance set a try if you get the chance(maybe not in gen 8 though).
Special is where it falls a bit flat, though Hidden Power helped a little bit, as does getting a boost from Lightning Rod since it makes type effectiveness matter less. Its best coverage is Focus Blast, which isn't great. Sadly, pokemon home doesn't look like it will fix this, either. At least it gets a boost to the dragon moves it had before. I ran a special mega sceptile with substitute in gen 6 in order to get the speed boost more consistently, but it also patched up the movepool by making switch ins less of an issue.
I'm not going to act like an expert on Sceptile, though. I've probably gotten off topic by this point, anyway.
