This is my own regional variant of Hoothoot. Unlike its Johto counterpart, it is Normal/Ghost and it does not evolve.
It takes inspiration from the folklore of owls as omens and their nocturnal nature.
You can often spot pigeons in particular with one foot. Their adaptability and balance is a display of strength. My Hoothoot takes inspiration from them with its phantom limb.
