For the millionth time, Pokémon Types are NOT elements. (Or more accurately they're not JUST elements, they're their own unique blend of things. Weirdo Types like Fighting should have made this clear.) Water and Ice ARE the same element but are NOT the same Type. The reason for this is obvious to anyone who is not literally autistic: water and ice have such vastly different properties that for Type effectiveness and resistance reasons, they HAVE to be separate.
This is a monster collection game, where elemental animals duke it out. Oftentimes Pokémon don't merely control a substance but are literally MADE of a certain material. Of course you can't combine Water and Ice. Fighting, Rock and Steel CLEARLY would shatter ice like glass but not water. Fire needs to melt Ice but be resisted by Water, and Grass needs to be weak to Ice but resist Water. The fact they are the same material doesn't matter, the physical properties matter. And water and ice are incredibly differently-behaving things. Same element, different Types.
Ground and Rock aren't nearly as different, but are different enough for the split to be warranted. Arguably necessary. Fighting Types are known for breaking Rocks, but why should that affect a burrowing animal like Sandslash? Furthermore Sandslash should not be able to affect Spearow with Dig, but it would be very strange if a Rock Slide from Rhydon didn't knock that little birdie outta the sky.
Sure, fine, they're the same substance with one literally just being a broken-down form of the other. But a stone is a big, heavy, solid and hulking thing whereas dirt and earth move more fluidly. They have to be separate Types.
