It's fine if Bird Catcher Steve uses 4 flying pokemon, but a cream of the crop trainer designed to be an imposing roadblock in universe shouldn't have 3 or 4 mons with the same glaring weakness in-universe. And that goes triply so for the E4. We know there are ace trainers and trainer classes below the status of gym leaders and the like who use multiple types, there's not much of an excuse.
