Personally I'd use Sand Tomb over Earthquake. Earthquake is going to deal pitiful damage so might as well use something with utility that also deals consistent DoT. You could even swap out Stealth Rock for Taunt.

It did get fixed? Body Press is the best thing that could have happened to Onix and other mons with high defense and bad attacking stats.
What it needs is Iron Defense or Acid Armor to best take advantage of Body Press. The above calcs are at +2.
