She's a leftover from times when Pokemon was still more of a flavor JRPG than its own thing and many Pokemon were designed with classic RPG roles in mind (like Voltorb line being Mimics, Grimer line being slimes, etc).
Chancey was designed to be a healer - a charater in your party that doesn't battle directly but can heal itself and other party members with Soft-Boiled, allowing the party to spend more time in the dungeons without having to visit PC or resort to items. In other words it's a neat design of a purely PvE Pokemon.
