It depends on the move. At least you rarely need cut or rock smash, but fuck me for having to have one pokemon that knew at least surf, whirlpool/dive, and waterfall at the same time

In early gens, Surf and Strength aren't a bad combination at all. Both have 15 PP, decent base power and 100% accuracy, one is special and the other physical, and no Pokémon resists both. In particular, Water-types with a good Attack stat (Gyarados, Feraligatr) can get by with just those two moves.

One or two is fine. You don't really need the full movepool just to play the game, and once you're trying to get into anything competitive, you're going to ditch the starter anyways.

i always teach surf, strength, waterfall(especially in gen 4) and later rock climb to my in game team because i think they’re decent moves for the maingame and are often required for endgame dungeons like Mt Silver and select Victory Roads where i don’t want to leave anyone behind. moves like whirlpool, fly, cut, rock smash and flash are all fucking worthless however and go onto a designated HM slave easily

Give water types surf or waterfall depending on their dominant attacking stat, both if absolutely necessary. Strength is a decent move but better on a Pokémon with a less varied moveset than your starter. Everything else is shit
