There's hardly anything "ice" about the ice biome besides the pokemon. Sure, FRLG updated the graphics to look icy, but they didn't even add any ice puzzles until HGSS.
having the towns have the same architecture is a major part of why none of the towns really feel unique. Even while Gen 2 still mostly had similar architecture for their building they had things to spice it up. And it's not just that. It's having something the town is built around like a theme. Ecruteak has old fashioned style buildings and the towers which fits with its traditional theme. Olivine is a port city and has a lighthouse, docs, and even a cafe for sailors coming to port to eat at.
Kanto towns there are some towns have themes like that. Cinnabar having the lab, mansion, and Blaine's gym all related to science like some sort of Isla Nublar homage. Fuchia has the Safari Zone and a zoo.
But pretty much everything else just has things in it. Pewter has a museum, but nothing else in the town is related. Same with the Celadon Gamecorner. I guess Saffron has the theme of being a city, but it's been done so much better in other regions.
I can understand the appeal of having a more grounded and cohesive feel for a region. But the games really aren't suited for that and Kanto shows it. There are so many pokemon that clearly don't fit any location in the region so they were relegated to trade or gift exclusive like Porygon and Mr. Mime. I wouldn't be dsurprised if the safari zone was exclusively made to put a bunch of pokemon that didn't fit anywhere else.Seafoam Islands being ice themed seems like an afterthought to shove all the non-trade ice types in.
Even before there were 900 pokemon, there needed to be many varying biomes for them to call home. Kanto lacks that so it has to rely on less natural places to put them.
