Tradition. They didn't want starters to be easily bred (ditto being missing from RS/restricted to routes long after daycare access in every other Generation) so they gave it a 7:1 ratio to play into that. Just because internet tradding is a thing now, still doesn't stop them wanting to keep that limit on them.

The percentage isn’t about what percent of the population is what gender, it’s about what percentage of the time that a specific gender will appear when the Pokémon is encountered. Starters have the percentage of female appearances set so low to make breeding them more difficult

While they may not be hard to find, the lower female rate means that it’s harder to breed that starter since the offspring will always be the species of the mother. So by setting it at a higher rate for a male appearing, it forces the player to have to get a Ditto if they want to breed it at all unless they beat the odds and get a female

It's a video game, a 87.5% chance of getting a male doesn't mean 87.5% of all players who start the game and select Fennekin will proceed to have an initial playthrough with a male.

Deliberate favoritism for gender/stats/behavior is a real thing even for casual players. Even kids know restarting the game gives different results.
