that, or the ICE TYPE gym leader could have very well used a vanilluxe. hell there's even a trainer in his gym with a single cubchoo at level 37 (the level it evolves into beartic, brycen's ace). that guy could have had a beartic and brycen could have vanilluxe

he also never uses the same pokemon twice. It's sort of implied that he isn't supposed to have actually caught any of the pokemon he fights with, he just calls them out from the wild and they fight for him, then go back when he's done.
