It's difficult to fuck up 600 BST.
It's very fast and somewhat bulky with enough Special Attack to dent walls with Specs or Hex.
And Dragon Dance sets are very hard for some teams to deal with.

would shadow claw be a better choice than phantom force, or is it not a better choice because phantom force is stronger and goes through protect but is a free switch in to another pokemon if you want

Shadow claw would be better but Phantom Force is usable in doubles since it goes through Protect and wastes a dynamax turn. If Dragapult dynamax it will be one turn anyway.

Pult's special attack is still solid, and its physical movepool really isn't THAT bad outside of the lack of decent physical ghost STAB.
That said, Dragapult would almost certainly be banned to Uber and dominate VGC by an even larger margin if it did get a more optimized stats+movepool combination.

Goodra is underused but actually good in VGC.
The bulk is disgusting in dynamax form and you can support it so it increases its offensive power. A good use of the guy a can let it sweep an entire team.

600 is such a big number that I don't think it's possible to make a worthless SFMA.

If a Pokémon learns a move available through TM, it will learn the TM, dear ESL-kun. This is especially true in SS which made an active effort to have TMs be the main/only way to learn these moves, for example removing them from egg movepool.
