I think the logic was that anything that would be pure flying before was just a bird, so by the logic set by pokemon like rattata, if it's just a regular animal, then it's normal type, so they're all normal flying. Tornadus however is the first pokemon we got that is literally just a wind elemental. It's flying type is elemental instead of due to the simple ability to fly so it isn't able to be normal. I think we should've had some birds be pure flying from the beginning but since they made them all normal flying in gen 1 they wanted to be consistent in their logic, but by gen 8 they just gave up cause it's not worth it. Wish they'd just retcon it
