I mean that's just another weakness for a Pokemon who has a gimmick which involves trapping. Being more defensive is probably a bigger benefit. At least that is what I would be saying if it didn't gain really good resistances as a trade-off making Water/Fighting superior in that regard as well. There isn't an excuse
