It has nothing to do with "nobody cares about [Pokemon], so that's why it was cut" because Pokemon like Qwilfish, Maractus, and Heatmor are in the game. It was an arbitrary decision made by Game Freak staff to conserve resources, but there's nothing in the game to compensate for it.
