It's not. Some of the events of RGB/FRLG, like anything involving Team Rocket, got pushed back a year or so to when LGPE takes place. So, for example, 11-year old Red still becomes Champion in both FRLG and LGPE, but Team Rocket gets taken out by someone else after he becomes a Champion in LGPE-verse.

Based on these it seems she's roughly the same age as Red and Blue, which makes things weirder on how she's a Trial Captain since it would only be for a few months at best. Unless she was recruited earlier and just never properly did anything until the events of SMUSUM.
