No, the very essence of Pokémon is having a sense of progression, which an open world setting just fails to do. I can see routes becoming more akin to the Wild Area - bigger, more open and free camera, but Pokémon needs a structure, it's no secret the latter half of GS's main story falls apart after Morty and needing to compensate for 3 gym leaders being able to be faced at any stage past him in any order. Going full open world just magnifies this problem, either everything's going to be piss-easy or everything levels up as you take on each individual gym, meaning there's no functional difference to a structured game, aside from having to wait for shit to level up, instead of having to push further on ahead to get to the stronger stuff.
