Pika clones (mimikyu + Raichu excluded because doesn't count) all get access to Volt Tackle and can use a Light Ball.

How does this affect their usage? Who would benefit most from this change?

Togedimaru, Emolga (though it would have other alternatives) and Morpeko are the only ones that can make great use of it but morpeko and togedimaru especially will be the most powerful users since they would have the highest attack stat among the clones and even some of the highest in the game, the others would rather use other moves instead of volt tackle just from the fact they could use light ball but can deal solid damage comparable to Pikachu itself in this hypothetical scenario. Their usage will absolutely increase is they can use the light ball.

Just to specify Togedemaru and Morpeko + light ball in this scenario would be the best volt tackle users in the game with emolga being up there as well
