It just has all the right tools to be useful in that hack. Most movepools are cut down to the bare essentials, 90% of things that aren't basic damaging moves are unavailable to the player (no boosting moves, very few status or support moves), but Chimecho for some reason was left with Hypnosis, Wish, Heal Bell and such. Throw in Levitate and enough bulk to take a few hits (which you need because the Lum Berries on every enemy mean you need to Hypnosis twice) and it becomes really useful.
