>>43606643I don't think having a personality inherently leads a Pokemon to be a character. As an example, Zigzagoon has a lot of "personality" in its design and lore but it doesn't feel like a character at all and there's a lot of flexibility to work with/project your own desired "character" onto.
With that said, that redesign takes away some of Piloswine's personality so I have no idea what the fuck they're on.
