Are some pokemon on the same intellectual level of real world animals? For example, is it ethical to eat magikarp because they lack the sentience of other pokemon? Do they only gain that level of intelligence once they evolve into a gyarados?

Pokémon are definitely not as smart as humans because they can't use potions as held items, only natural items like berries, but that becomes inconsistent with Pokémon like Alakazam and Metagross.

Different Pokemon have different levels of intelligence. Because of the lack of intelligence stat, all Pokemon are treated the same in gameplay mechanics for the sake of consistency.

Pokemon are never shown being eaten in any piece of media
In your pic they were imagining it out of desperation but it sure wasnt something usual for them (as they dont even know it aint eatable)
Animals exist in the pokemon world and are the food humans eat

You faggots really need to realize that's not a canon bible putting the lore of the pokemon world into stone, that's a leaked product guide for 3rd parties so they don't damage the brand with bad merch. There's a reason it also has pages of how you can and can't display the pokemon logo and mixing art assets.

sometimes i wish the mainline games had dialog like this. i think most of the mystery dungeon titles are way better than nearly all the main games in this respect, it seemed like a lot of care was put into most of them
