Jirachi was a fine movie but ultimately it falls under the same general plot structure as 90% of Pokemon movies, and kind of just feels like an ad as a result.

Not really. 4ever was the movie that established what I would consider to be the "cliche Pokemon movie plot structure", 1 through 3 are actually fairly unique films all things considered, even if two of them are cheesy "gotta save da world" narratives.
