Is there a lore explanation as to why we see Pokémon from areas such as Kanto in Johto and Hoenn and Sinnoh, but not the other way around?

Or are we supposed to assume the newer pokemon already live in older regions, but can’t see them due to the generational releases?

there are Johto Pokémon in Kanto though, in GSC and HGSS which take place after the events of Red and Blue.
But let me talk about how stupid the anime is. It seems like Oak and other characters knows about all the future regions but never mention them in Episode 1.

I'm sure I probably got one of those details wrong, but it just keeps happening, it's like they really don't care about consistency. Do Oak and the others know about 30 regions all this time?

Here's my headcanon:
The order of the generatations mean something because the national dex is ordered from Kanto to Galar.
My idea is that the inventors of the Pokédex are from Kanto. They wanted to learn more about Pokémon so they tried to count all the Pokémon in their region. Then they found out that there's another region right next to them called Johto. So this keeps going on, they record all the pokémon in Johto, then they move to Hoenn, Sinnon... etc...
Here's the important part: The first 151 Pokémon means that they were first recorded in Kanto, 152-251 means they were first recorded in Johto etc... This makes sense because you have evolutions of Pokémon in Kanto who were discovered in Johto but that technically wouldn't stop you from evolving them in Kanto (as seen in FRLG after you beat the Elite Four). The Baby Pokémon were recorded starting from Johto because they didn't attempt to breed Pokémon in Kanto assuming babies and weren't found by the humans in the wild in Kanto.
The Baby Pokémon found in Hoenn/Sinnoh make less sense because you need an item to obtain them, but let's just say that's how the Pokémon world (at least in the games) is: you can make an even younger version of a Pokémon if you have an incense.
Now you might argue, well why does Sinnoh have Pokémon from 4 region, Alola from 7 regions etc... This is because your see Hoenn Pokémon as Pokémon that originate from Hoenn but that's strictly not the case: they're new Pokémon found travelling to Hoenn. Why is Roselia called a Hoenn Pokémon but not a Sinnoh or Kalos Pokémon? Roselia is only a Hoenn pokémon because it was first observed in the Hoenn region, otherwise there isn't much about it that is distinctively Hoenn.

this is literally it by the way, we know Oak invented the Pokedex and we know it was initially his dream to catalogue every Pokemon in the world. They usually make a point of tying the Professor's of each Region together, and it's not unreasonable to assume that they are all working together in a concerted effort to catalogue all of them.
