I think it was so kids who didn't buy Ranger could have a knock off but still bar them from actually having one.
The only reason I think this is because my brother transferred the Manaphy egg to my game, I hatched it for him, but when we traded it, it wouldn't obey him despite both of us being in postgame. It was total bullshit honestly.
