Oak+Mew was so weird to me at first but honestly, Oak's all about finishing the Pokédex, so it's kinda "romantic" in a way that his partner Pokémon would be the "final"/hidden Pokémon in the (Kanto) Dex.

Not sure of best way to distribute Kanto Birb trio and Mewtwo
I can totally buy Lorelei with Articuno, hell I can even see Surge making his way to the Power Plant and catching Zapdos, the problem for me arises with Moltres.
I know Blaine seems like an obvious choice, but I actually think it would be cooler for Mewtwo to belong to Blaine... Like Giovanni could use
Mewtwo for evil at first and it could be his signature mon, but once Mewtwo leaves and realises how evil Team Rocket are he could go to Blaine or something. But then it's like so who gets Moltres?

Pic related would probably get Kyurem (maybe Black?), while Colress gets Genesect. As for other leaders sans Giovanni and Rose;
