By the time Ash caught Cyndaquil, Ash deliberately Oaked it. This was around the time where Ash started to stop using his Kanto starters. It baffles me to this day that the writers would rather Oak Heracross than to Oak Bulbasaur at the same time. Heracross would have been useful against several gyms.
