Gen 2's starters were also the absolute worst, because Typhlosion and Feraligatr are so horribly balanced against the rest of the game and even Meganium basically faces no resistance until like, Red's Charizard.
Gen 1 has the theoretical best balance which probably comes from being the most truly RPGlike of any Pokemon game, but then the shitty bosses and exploits like Venusaur critting everything with Razor Leaf make it so easy to break.
The way to fix balance is to probably, ironically, limit Pokemon choice by quality but not quantity. So there's a lot of shitmons in early game of different types but they don't become game breakers immediately like Gyarados (give players access to bergmite, not sneasel, or duskull, not haunter). Nor should the starters be basically the best of their respective type for the campaign. Also fix movesets so you can't do shit like
