Nothing inherently wrong with 1-3 moves, since you won't see that there are less than 4 unless you go to a wiki anyway. Sometimes just slapping a 4th move does nothing but worsen the AI.

Based anon. As a kid I completely forgot Wally even existed until the Victory Road fight, that's how little impact he had on the game. You could completely remove him from the game with some slight rewrites and replace the final fight with Brendan/May and the game would be all the better for it.
