An older idea I've had. Based on anarchism, violent but unstable resistance, etc. I guess the villain would be a "mislead" type. Hydreigon having Return, the various healing items and Tyranitar being able to mega evolve show how he's a good person at heart. I know it's tropey.
The EV spreads are an attempt at making everything a threat and capable of taking some hits, while not being ridiculously overbearing for the hypothetical campaign team. Was contemplating giving Ttar DD but that probably would fuck too hard.
