>>43635202Keep in mind that when Gardevoir was given Thunderbolt, it was a pure Psychic-type. Pokemon that had this single type were given several Electric-type moves to round out their coverage. Usually dual-type Psychic-type Pokemon did not have access to Thunderbolt unless they were Electric-type.
Alakazam didn't have Thunderbolt because it wasn't a TM at the time, and by the time Thunderbolt became one, Alakazam had several other moves it could have used instead.
Gardevoir was given the Fairy-type; other Psychic/Fairy Pokemon such as Galarian Rapidash and Hatterene that were introduced later on didn't get Thunderbolt.
Alakazam is weaker and frailer but it has higher special attack and speed. Gardevoir is a bit more of a mixed bag due to the fact that it is much easier to acquire. Alakazam is a trade evolution and you need two games to get one in most versions. Gardevoir is a Pokemon you can get in a single game.
