If so I would say Hoenn might be around the top with 2 Champions, 1 of which can Mega Evolve, an E4 all with Megas, 7 Frontier Brains, most of which use Legebdaries, Zinnia, 2 Evil Team Leaders with Megas, Wally with a competative Team.
Kalos Also seems High due to Battle Chatoe and it's Leaders having around 15 Legebdaries as their disposal and Dexio using a Zygarde.
Sinnoh has Cynthia and the second Battle Frontier Also using Legend, and I can Totally see Palmer being Champion Tier.
Kanto have Red, Blue, Green, Trace and Lance, which as per current Canon now can mega evolve. Agatha and Karen both use Megas in Masters. And there's Giovanni on top of it.
I would say the weakest is Johto as it does not have it's own Elite 4. If we move 2nd Battle Frontier Trainers there it would give the region some firepower.
Alola Also seems fresh and weak for now.
All taken into consideration Galar seems still the strongest. Leon was a Champion for like forever, Raihan is Champion Tier, Piers is Also very strong as he gave Raihan a run for his Money. Melony never lost to Raihan. Rose once placed 2nd so he either won against Raihan or Raihan was not there yet but I think it was already against Leon (or Mustard)?) Bede is a Prodigy. Hop has one of the Wolves. We have Mustard and got knows who will the expansions add. Also the Gym System is in place for like 70 years and People are very involved in it. Lore wise we have 20 Gym Leaders (1 for each type and Bede and Marnie).
