You get Will in the elite 4, who definitely should not be anything more than a gym leader (him and Sabrina should switch places). Lance is acting as champion, but using a weak as fuck team, weaker than his E4 team. Koga is an acting E4, leaving his gym in the hands of an incompetent kinswoman. Blue, an actual former champion (tbf, so is Lance), is the 8th gym leader of Kanto. And that's assuming you can find Blaine to get his badge. Johto gym leaders aren't challenging trainers very much except one gym leader who spams one move, and the final gym leader that forces you to do extra errands before getting the badge. On top of that, Whitney can't even be assed to do anything about team rocket, and unlike Sabrina (who had also had her city taken over) she'd be up against a severely weakened TR. Lance is the only one in the entire league who seems to give any fucks at all about the Rocket Jr.s. Which is ironic considering he did nothing about it as they pretty much ruled Kanto just a few years before.
Sure other regions have issues, one even has a group literally trying to undo the world, but none are the dystopia of Kanto or the shitshow of Johto. No wonder May/Brendan's family left for Hoehn and Sun/Moon's family moved to Alola.
