What's the truth behind giving a pikachu as a starter to Ash

Did they want it to be a unique Pokémon for the main protagonist? Or were they trying to be unbiased, by not choosing from the three starter Pokémon?

The truth is that Pikachu at the time was very popular among kids of Japanese playgrounds due to it's rare nature and cute factor. Pikachu also ranked high within Game Freak internal office polls prior to the games release.
It is ironic and amusing since one of the developers put Pikachu out of the way because he was so attached to it and didn't want everyone to have one.

clefary was their first choice but it was too girly according to them. when you think about it clefary and pikatchu shares a lot in common it is ad if clefary was a female version of pikatchu

This is also why they shilled Lucario so much, but ever since gen 6 they said "fuck it" and slapped Charizard everywhere.

Exactly this. Idk why the fuck nip kids liked ingame Pikachu so much but yeah. Thats why Clef got dropped as a mascot
