>>43643764You have the right idea with Hail. Type advantage-wise the only thing it needs really is a resistance to Ground, which not only makes sense thematically but significantly would increase the usage of certain Ice types especially the bulky ones that they keep making. Ice being pretty fragile but deadly as an attacking type fits the motif, and its relationship offensively and defensively with Water makes a ton of sense because Water is a very good thermal buffer so it should be able to absorb the coldness so to speak.
The real issue is that so many Water types can pretty much use any Ice type move worth using, making them better by most measures since Water in of itself is a very good type. Giving Ice unique buffs that only Ice can have is the way to go, like giving them the Hail buff or giving them a Ground resist to soak up EQs, which Water lacks. I'd also suggest coming up with more abilities and attacks that would stick to just Ice types. Some ideas
>Ability: Frost Heave, the Sand Force for Hail, which would allow ice types to have much more powerful ice moves during hail >Ability: Absolute Zero, which prevents any pokémon from raising their speed while this Pokemon is on the field. I'm sure there is a very good use for this, maybe guaranteeing that your Pokemon is the fastest in a double battle or sending in a bulky ice type to wall out a sweeper who keeps trying to dance in your face
>Ability: Freezing Point, which is like Storm Drain but boosts Defense. Would be really neat to see on some lesser used Ice types, like Dewgong >Move: Cool Off, which is Freeze Dry for Fire types. Now Ice can hit Fire for SE dmg, matching Water>Move: Polar Plunge, a Flame Charge for Ice. Would be great on mons like A-Slash, Beartic or Mega Glalie.>Move: Shatter, which works like Wake Up Slap or Smellingsalt for Frozen opponents. Would be a way to make Freeze more useful, even though clauses prevent it from being common
