Majora's Mask was made with time constraints in mind. They didn't start on the game and then have to rush it to meat deadlines. They had a one year deadline to begin with. Majora's Mask turned out the way it did because it was rushed, not despite it.

Majora's mask didn't have a battle system with almost 1000 different unique creatures that need to be balanced + it had all the npcs and map assets already made from the last game. Even then Majora's Mask felt too short.

Yeah, pokemon models, but every npc is new and the map assets are new.

As a story, Majora's Mask is fantastic. The atmosphere, writing and music are all fucking great. As a game, though? It's real boring and annoying. I feel like if it had more time they really could have had something perfect.

Not having to spend most of the development time working on getting 890 pokémon models (plus forms) working in-game to the detriment of the overall game, like they had to in XY and SM with less total pokémon involved but with far more models.
