Because Ash won a Pokémon League already so him going to win another one wouldn’t make sense. After 20+ years, Ash has finally made the next big step towards his goal. A world tournament made the most sense.

Ratings are a meme at this stage lads, it's the 21st century. TV Tokyo also fund their entire yearly programming from selling Pokémon to all they do, so they don't give a shit about them either. The acid test is the merch sales and as theyre still fucking massively healthy in Home market, it's obviously reaching the audience they desire it to.
